Phoebe is a member of the Cult of Baltar who lost her entire family on Picon during the Fall of the Twelve Colonies.

During one of Gaius Baltar's services, she speaks of her rage against not only the Cylons, but anyone involved, including the engineers who designed them, the corporations, the politicians and anyone who didn't prevent the attacks—and, most of all, the Lords of Kobol (The Road Less Traveled).
