:Probably not. Even though WE all know that it's gone, it's still there for seasons 1 and 2 (well, most of 2 anyway...). Thus anybody reading about it from a season 1 or earlier 2 standpoint would still see it as existing. I think that's the reasoning behind episodic info being present tense. As for tense about the stuff that happened in the year gap on New Caprica... I assume present tense would be best just to avoid a situation where you're switching back and forth between past and present tense along the same timeline.
