Rya Kibby is a young woman from Gemenon.
She was four months pregnant when she snuck aboard Galactica, seeking to get an abortion with the aid of Dr. Cottle. She eventually requested asylum in order to prevent her from being returned to his family before having an abortion.
The incident led to a political struggle between President Laura Roslin and the Gemonese delegation, including Gemenon's representative Sarah Porter.
Despite a proclamation by Roslin against future abortions, Rya was still allowed to undergo the procedure, as she made her request prior to the change in policy. (The Captain's Hand)
