Sci Fi Channel has a dubious reputation when it comes to its own original series (note ''Farscape''). Having only 13 episodes (which reflects season 1's initial allotment) may be for a number of factors, such as "less is more," for cost issues, or even committment. :If they can write 13 episodes as tightly as they did the first season, then it'll be a good thing. As involved as RDM and Eick are involved in all stages of the process, I'd imagine it's considerably easier to wrap your (their) head around, top to bottom, thirteen rather than twenty episodes. Also, the way I read some of the announcements the thirteen is a floor (that potentially they could pick up more if the ratings are favorable).
